Buyurman Baykal is a Professor in the Department of Electrical and Electronic Engineering at Middle East Technical University (METU). He received his M.Sc. and Ph.D. degrees from the Department of Electrical and Electronic Engineering at Imperial College London in 1992 and 1995, respectively.

Prof. Baykal is an academic and engineering leader with over three decades of experience spanning advanced signal processing, radar and sensing systems, wireless communications, machine learning, and large-scale systems engineering. He combines deep theoretical expertise with extensive executive-level industrial leadership, including responsibility for mission-critical aerospace and defence programmes. His work bridges fundamental research, patented innovation, and real-world deployment.

His research and teaching interests include the theory and applications of machine learning, signal processing, detection, estimation, optimization, and communication networks, with particular emphasis on wireless networks and network management. He has served as an Associate Editor for International Journal of Mobile Network Design and Innovation, Computer Networks, IEEE Transactions on Circuits and Systems, and Sensor Letters. He has also served on the technical and organizing committees of international conferences including ICC, Globecom, WICON, and ICPS.

Prof. Baykal has authored and co-authored articles cited in leading SCI journals, including IEEE Transactions on Signal Processing, IEEE Communications Magazine, IEEE Transactions on Aerospace and Electronic Systems, IEEE Transactions on Circuits and Systems, Neural Networks, Neurocomputing, Computer Networks, Wireless Networks, Digital Signal Processing, and Radio Science. He also holds national and international patents.

Corporate management and university-industry collaboration are central to Prof. Baykal's professional interests. Between 2004 and 2011, he held executive positions at Havelsan, including Vice President responsible for a major aerospace business unit. He has frequently worked as a consultant, collaborator, and principal investigator in research and development projects with major companies including Aselsan, Roketsan, Netaş, ESEN SI, Arçelik, WAT Motor, Savronik, and Karel.

His industrial experience covers model based systems engineering, electronic system design, large-scale multi-site software development, software and system product lines, networked C4ISR/C2IS systems, multi-sensor data fusion and target tracking, strategic management, knowledge management, and continuous process and product improvement.
